William "Bill" Lynn, Leonardo DRS CEO

William J. Lynn III

Chief Executive Officer, Leonardo DRS

William J. Lynn III is the Chairman and Chief Executive Officer of Leonardo DRS. Leonardo is a European-based defense and aerospace conglomerate and DRS is its largest U.S. subsidiary with $3 billion in annual revenue.

Mr. Lynn has had an extensive career in national security, both in government and in industry. In government, he has served two Presidents, five Secretaries of Defense and as an aide to Senator Edward Kennedy. In industry, he has worked as a senior executive for Raytheon and now Leonardo DRS. 

Prior to joining Leonardo DRS in January 2012, Mr. Lynn served as the 30th United States Deputy Secretary of Defense from 2009 to 2011. Serving under Secretaries Robert Gates and Leon Panetta, his role was that of Chief Operating Officer managing three million personnel and overseeing an annual budget of over $700 billion. He also personally led the Department's efforts in cyber security, space strategy and energy policy. 

From 2002 to 2009, Mr. Lynn was Senior Vice President of Government Operations and Strategy at the Raytheon Company. In this position, he directed strategic planning, oversaw merger and acquisition activities and supervised government relations. 

Previously, he served in the Department of Defense from 1993 until 2001. He first led the Clinton Administration Transition Team for the Department. He then oversaw strategic planning and program/budget development for DoD as the Director of Program Analysis and Evaluation from 1993 to 1997. In 1997, he was nominated by the President and confirmed by the Senate as the Chief Financial Officer and Under Secretary of Defense (Comptroller), serving in that role until 2001. 

Mr. Lynn worked for Senator Ted Kennedy as his counsel to the Senate Armed Services Committee from 1987 to 1993. In that role, he supported Senator Kennedy’s work as Chairman of the Seapower Subcommittee. He also was instrumental in the passage of several important pieces of legislation, including the Military Childcare Act of 1989, which established childcare as a benefit for military families, and the 1991 bill that repealed the longstanding ban on women flying in combat. 

Prior to joining Senator Kennedy’s staff, Mr. Lynn was a fellow at the Center for Strategic and International Studies (CSIS). At CSIS, he was the Executive Director and principal author of a study of defense organization that helped lead to the 1986 Goldwater-Nichols Act, which reorganized the U.S. armed forces to improve joint and combined operations.

Mr. Lynn has been recognized for numerous professional and service contributions, including four Department of Defense Distinguished Public Service medals, the Distinguished Civilian Service Award from the Chairman of the Joint Chiefs of Staff and equivalent awards from the Departments of the Army, Navy and Air Force. 

He is a member of the Boards of Accenture Federal Services, the USO, the Atlantic Council, the Marshall Legacy Institute, the Center for a New American Security (CNAS) and the National Cathedral School.

His publications include a 2010 path-breaking article in Foreign Affairs on cyber security (“Defending a New Domain: The Pentagon’s New Cyberstrategy”), which put forth a new cyber strategy for the Department of Defense. He also co-authored a book, Toward A More Effective Defense, and has published numerous articles in various professional journals and newspapers.

A graduate of Dartmouth College, Mr. Lynn holds a JD from Cornell Law School and a Master's degree in International Affairs from the Princeton School of Public and International Affairs. He is married with two children.

John Baylouny, Leonardo DRS COO

John Baylouny

Executive Vice President, Chief Operating Officer

John Baylouny is a veteran of Leonardo DRS and has held a variety of positions within the company prior to becoming Chief Operating Officer. Mr. Baylouny has more than 30 years of experience in the aerospace and defense industry with diverse experience in direct P&L and operational responsibility, general management, product development, program management and product design.

Most recently, Mr. Baylouny served as the Chief Technology Officer of the company and was focused on providing leadership to the technical community with enterprise-wide responsibility for its technology investment strategy. Prior to that, Mr. Baylouny served as Vice President and General Manager of the company’s Land Systems and Advanced ISR businesses, among other leadership roles. Baylouny is intimately familiar with the inner working of the company, advancing from engineering to engineering leadership, then on to business leadership roles. 

Baylouny has a Master’s degree in Electrical Engineering from Stevens Institute of Technology, and a Bachelor’s of Science degree in Electrical Engineering from Fairleigh Dickinson University.

Michael Coulter, Leonardo DRS

Michael Coulter

Senior Vice President, Corporate Business Development & President, International

Michael Coulter is Senior Vice President of Corporate Business Development for Leonardo DRS, and President of Leonardo DRS International. Most recently, Coulter led the global growth of Leonardo DRS’ international business.

Prior to joining Leonardo DRS, Coulter worked for General Dynamics, where he led the corporation’s international business development activities. He joined the aerospace and defense industry after a career in the U. S. government, as a member of the Senior Executive Service. At the Department of Defense, Coulter served as Assistant Secretary of Defense (Acting), Principal Deputy Assistant Secretary of Defense for International Security Affairs, and Principal Deputy for Strategic Plans and Policy on the Joint Staff. Before his time at the Pentagon, Coulter served at the Department of State as Deputy Assistant Secretary of State for Political-Military Affairs, Coordinator for Coalition Operations, and Foreign Policy Advisor to the Commanding General of Operation Enduring Freedom in Afghanistan. He began his government career on Capitol Hill, working national security and foreign, military policy for former Senators John Warner, R-Va., and Chuck Hagel, R-Neb., the former Secretary of Defense.

A reserve officer in the U.S. Navy with multiple combat tours and experience in the Middle East, Europe, Asia and Africa, Coulter, in his military capacity, has also served within the North Atlantic Treaty Organization, the Joint Staff, the Defense Intelligence Agency, the Office of Naval Intelligence, and the Office of the Chief of Naval Operations. He has also accumulated flight hours in the EA-6B Prowler
across multiple deployments.

Coulter earned a bachelor’s degree in political science from the University of Maryland and master’s degrees in business administration and national security studies from Georgetown University and the U.S. Naval War College, respectively.

Coulter has been honored with numerous awards for his military and civilian service including the Secretary of Defense Outstanding Service Medal, the Department of State Superior Honor Award, and the Chairman of the Joint Chiefs of Staff Award for Distinguished Service, the U.S. Army Superior Civilian Service Award and several NATO, Afghanistan Campaign, and Global War on Terrorism Medals.

He resides in Alexandria, Va., with his wife, Jennifer, and their three children.

Mike Dippold, Leondardo DRS

Michael Dippold

Executive Vice President, Chief Financial Officer

Michael Dippold is Executive Vice President and Chief Financial Officer for Leonardo DRS.  Mr. Dippold was appointed to his current position on January 1, 2017.  As the Chief Financial Officer (CFO), Mr. Dippold is responsible for overseeing Leonardo DRS’ financial activities and operations, SEC reporting, Tax & treasury functions, as well as economic and business related strategies.

Throughout his 15 years at the Corporation, Mr. Dippold has held a variety of roles of increasing responsibility, including overseeing complex transactions, highlighted by the RADA merger launching Leonardo DRS into the public markets. Prior to assuming the position of CFO, Mr. Dippold served as Senior Vice President, Corporate Controller for DRS Technologies. In this role, he was responsible for the company’s financial management, government compliance, audit and audit committee interface, as well as financial oversight on all strategic dispositions and mergers and acquisitions.

Prior to joining Leonardo DRS, Mr. Dippold spent 4 years at KPMG where he worked primarily on Defense Industry client accounts including DRS Technologies. As an auditor, Mike assisted DRS Technologies in various transformational events including the acquisitions of Integrated Defense Technologies and Engineering Support Systems as well as the implementation of Sarbanes Oxley.

Mr. Dippold received a BS in Accounting from Pennsylvania State University in 2003.

Mark A. Dorfman, Leonardo DRS

Mark A. Dorfman

Executive Vice President, General Counsel and Secretary

Mr. Dorfman has been our Executive Vice President, General Counsel and Secretary since February 2011. Mr. Dorfman is responsible for providing advice and counsel to the Company’s board of directors and executive leadership of the Company on legal and business matters. As the Company’s chief legal officer, Mr. Dorfman oversees the Company's legal and regulatory affairs, including transactions, litigation, corporate governance, internal audit, contracts, insurance, intellectual property protection, and ethics and compliance programs (including environmental health and safety, international trade, and industrial and cyber security).

Mr. Dorfman joined the Company in 2005 as corporate counsel and was promoted multiple times between 2006 and 2011 to his current executive leadership position.

Prior to joining Leonardo DRS, Mr. Dorfman was a corporate attorney at two leading law firms, where his practice included representation of corporate and other clients in connection with mergers and acquisitions, divestitures, public and private securities offerings, joint ventures and other complex transactions and providing advice and counsel on a variety of matters, including securities law and corporate governance.

Tami E. Gesiskie

Senior Vice President, Human Resources

Tami Gesiskie is the Senior Vice President, Human Resources providing human resources strategy, leadership, and program direction for the Company. She focuses on strategy and solutions in the areas of talent acquisition, development and training, diversity, inclusion and equity, employee engagement, compensation, benefits rewards, retention activities, human resources information systems, labor and employee relations.

Tami has over 35 years of human resources management experience. She joined Leonardo DRS in 1993 as part of the Technology Applications & Service Company acquisition. During her tenure at Leonardo DRS, she has held positions of increasing authority, and was a segment and group operations Vice President of Human Resources for a most of the operating companies within Leonardo DRS. 

Early in her career, in addition to human resources roles, she worked for the Urban League of Pittsburgh supporting outreach programs for the homeless, victims of domestic violence, and other disadvantaged groups.

Tami holds a bachelor’s degree in psychology from Clarion University and a master’s degree in education with a concentration in guidance and counseling from Duquesne University.

Matthew Green, Leonardo DRS Senior VP

Matthew H. Green

Senior Vice President, Government Relations

Matthew H. Green (“Matt”) is the Senior Vice President for Government Relations at Leonardo DRS, Inc. As the company’s top government relations executive, he is responsible for developing, leading and executing strategic engagements with federal, state and local governments. He manages all aspects of Leonardo DRS’ legislative affairs efforts, advises the CEO and senior management on appropriate stratgies, and works with external organizations to achieve the company’s business objectives.

He joined the company in 2012 as Vice President for Strategic Planning, and previously served as Vice President and Chief of Staff at Leonardo’s North American office from 2008 to 2012 where he was responsible for strategy, business development, and government relations.

Before coming to the private sector, Matt played a senior role in congressional affairs within the military. He served as the Deputy Legislative Assistant to two Chairmen of the Joint Chiefs of Staff and as a special assistant in the Office of the Secretary of Defense for Legislative Affairs. On Capitol Hill, he worked defense policy, appropriations and intelligence issues in the United States Senate. Matt served as a Marine Corps officer and aviator, achieving 2,600 training and combat flight hours, as well as numerous awards and medals.

Prior to entering the U.S. Marine Corps, he earned a degree in political science from Guilford College and later a master’s degree in public policy from George Mason University.

Matt is married with four boys and resides in Alexandria, VA.

Sandra L. Hodgkinson, Leonardo DRS

Sandra L. Hodgkinson

Senior Vice President, Strategy and Corporate Development

Sandra L. “Sandy” Hodgkinson is the Senior Vice President for Strategy and Corporate Development at Leonardo DRS. In this capacity, she leads the development and execution of the annual Leonardo DRS strategic plan. She is also responsible for the coordination and management oversight for all merger and acquisition (M&A) activities and portfolio shaping of the company.  Sandy also manages all sustainability initiatives and priorities for Leonardo DRS.

Ms. Hodgkinson also serves as Chief of Staff to the CEO. In this capacity, she provides advice to the CEO and oversees the development of the business review process, the Corporate Calendar, the annual leadership conference, and preparation for our Board of Directors meetings. Ms. Hodgkinson is the Leonardo DRS Sustainability Ambassador, and currently co-Chairs the Leonardo Steering Committee on Digital Transformation.

Ms. Hodgkinson previously served as a civil servant in the U.S. Government achieving the rank of Senior Executive Service (SES), with assignments at Department of Defense, State Department, and the White House. Her positions included: Special Assistant (Chief of Staff) to the Deputy Secretary of Defense; Deputy Assistant Secretary of Defense (DASD); Distinguished Visiting Research Fellow at the National Defense University; Deputy to the Ambassador-at-Large for War Crimes Issues; Director for International Justice at the National Security Council (NSC); and Senior Advisor at the Coalition Provisional Authority (CPA), in Baghdad, Iraq. She has been awarded DoD’s highest career civilian award, the Distinguished Civilian Service Award, DoD’s Meritorious Civilian Service Medal, the Defense Meritorious Service Medal (military service), and 4 State Department Superior Honor Awards.

Prior to civil service, Ms. Hodgkinson spent six years in the U.S. Navy Judge Advocate General’s (JAG) Corps, with tours as an Appellate Clerk at the Navy-Marine Corps Court of Criminal Appeals; a Prosecutor and International Law Officer in Naples, Italy; and a Country Program Director, Defense Institute of International Legal Studies (DIILS), Defense Security Cooperation Agency (DSCA), where she trained foreign military and civilians in over 30 countries. She spent 15 years in the U.S. Navy reserves as a JAG officer, serving as Commanding Officer of the Navy Reserve International and Operational Law unit, Department Head for the Law of Armed Conflict Division, Department Head for the Cyber Security and Intelligence Divisions, and an instructor at the Naval War College and Naval Justice School. She retired in 2017 at the rank of Captain.

Ms. Hodgkinson has written more than fifteen legal articles and seven book chapters, and has been adjunct teaching national security law at Catholic University’s Law School since 2007. She has served on the Executive Council of the American Society of International Law, the ABA Standing Committee on Law and National Security (Board), the ABA Cyber Security task force, and in other volunteer capacities. She is a member of the Council on Foreign Relations. She has a J.D. from the University of Denver (DU); an M.A. from DU’s Graduate School of International Studies; and a B.A. from Tulane University. She also studied abroad at the Hague Academy of International Law; l’Institut d’Etudes Politiques (“Sciences Po”), Paris, and in Cuernavaca, Mexico, and speaks French, and intermediate Spanish and Italian to varying degrees.

Pamela J. Morrow is Senior Vice President and Corporate Controller for Leonardo DRS, responsible for overseeing the company’s financial management and reporting.  She has held this position since December 2018 and has been with Leonardo DRS for more than 20 years.

In her time with the company, Pam has held a variety of roles of increasing responsibility.  Prior to assuming the position of Corporate Controller, she held positons including Assistant Corporate Controller for Leonardo DRS, Senior Director of Financial Planning and Analysis for the former MCSS Group, and Plant Controller for the former DRS Power and Control Technologies business unit.

Prior to joining Leonardo DRS, Pam held a variety of financial roles of increasing responsibility at Harnishfeger Industries and Morris Material Handling, manufacturing companies that specialize in mining equipment and material handling equipment, respectively.  Pam started her career in the Audit practice at Price Waterhouse.

Pam holds a Bachelor’s degree in accounting from the University of Wisconsin – Whitewater and an MBA from Marquette University.

Michael “Mike” Mount is the Vice President of Communications at Leonardo DRS, Inc. and is responsible for developing, leading, and executing the company’s global strategic communications efforts across public relations, executive, internal, and digital communications.

Mike joined Leonardo DRS in 2013 and has 30 years of public relations and communications experience as a television network journalist, and in public relations on Capitol Hill and the private sector.

Prior to joining the company, Mike was a senior national security producer/reporter for CNN covering the U.S. military and intelligence agencies. He started the position in 2001 covering the wars in Afghanistan and Iraq from the Pentagon and on the ground, as well as other conflicts and events around the world. He has also covered the State Department and Capitol Hill beats, and significant stories around the United States for the network. Mike has been a part of multiple award-winning teams recognized for distinguished journalism.

Previously, Mike was a Press Secretary in the U.S. Senate and on the communications team for the National Restaurant Association in Washington, D.C. after his first tenure at CNN in Atlanta, Georgia.

Mike holds a bachelor’s degree in journalism from the University of Arizona, and currently serves on the Armed Services YMCA Board of Directors. He is married with two children and lives in Arlington, Virginia.

Dr. Philip Perconti, Leonardo DRS CTO

Dr. Philip Perconti

Chief Technology Officer

Dr. Philip Perconti is the Leonardo DRS Chief Technology Officer leading the corporate research and development strategy, accelerating technology innovation, and expanding partnerships resulting in integrated technology solutions to produce enhanced warfighting capabilities.

Previously, Dr. Perconti was the Deputy Assistant Secretary of the Army for Research and Technology and Army Chief Scientist. He was responsible for policy and oversight of the Army’s Research and Technology program which spanned 17 Laboratories and Research, Development and Engineering Centers, and employed nearly 12,000 scientists and engineers.

In that position, Dr. Perconti was charged with identifying, developing, and demonstrating technology options that inform and enable effective and affordable capabilities for the Soldier.

Prior to this assignment, Dr. Perconti served as Director of the U.S. Army Research Laboratory (ARL), the Senior Executive responsible for setting the strategy, mission and programs for the Army’s Corporate Research Lab, he focused resources, defined technical competencies, prioritized, and leveraged partners through collaborations to execute and transition high-impact research to meet Soldier technology needs. He was responsible for six major technical business units, with over 3000 government & contractor employees and over $1.2 billion annual budget. He had direct oversite and responsibility for the U.S. Army Research Office (ARO), sponsoring over $300 million/year for University Affiliated Research Centers, grants and other university initiatives.

He ran the ARL Sensors & Electron Devices Directorate and was responsible for leading and transitioning the Army’s primary basic and applied research programs in sensors, electronics, sensor information processing, and power and energy technologies. He also started the Army’s major research initiatives in Quantum Information Sciences and Artificial Intelligence.

Dr. Perconti ran the Science and Technology Division at the Night Vision & Electronic Sensors Directorate and led the Army’s applied research and manufacturing technology programs for uncooled and high performance cooled infrared sensors; the uncooled technology is used in multiple Soldier night vision and targeting sensors; the cooled (3rd) Gen technology is entering production for the next generation of infrared targeting and reconnaissance systems.

He holds a Doctor of Science degree from The George Washington University. He is a Federal Laboratory Consortium Laboratory Director of the Year and is Northeastern Maryland Technology Council Visionary Leader. He is a Technical Fellow of the Military Sensing Symposium. Dr. Perconti has published extensively on many aspects of military sensing, machine learning and countermine/counter IED technology. He has authored and co-authored over 50 publications, including three book chapters. He holds two patents.

Jason Rinsky, Leonardo DRS

Jason Rinsky

Senior Vice President, Chief Tax and Treasury Officer

Jason Rinsky is Senior Vice President, Chief Tax and Treasury Officer for Leonardo DRS.  In this capacity he has overall responsibility for the global tax and treasury functions as well as the commercial real estate profile for Leonardo DRS and all of its business units.  Jason also serves as Tax Officer for Leonardo U.S. Holding, the U.S. parent company of Leonardo DRS.  Through his position at Leonardo U.S. Holdings and a shared service support agreement, Jason and his team provide tax consulting and compliance support for Leonardo’s other companies in North America.

Jason joined the company in 2006 as Senior Vice President, Corporate Taxation.  He assumed responsibility for the treasury function in 2012 and the commercial real estate function in 2018.  Jason also chairs DRS’ Retirement Plan Committee which has oversight over approximately $1 Billion of defined benefit and defined contribution plan assets.

He previously worked at both KPMG and PricewaterhouseCoopers advising clients on tax related matters.

Jason earned his undergraduate degree from Hamilton College and his J.D. and M.B.A. from Seton Hall University.

Sally A. Wallace is Executive Vice President, Operations and has more than 20 years’ experience, in roles of increasing responsibility, within the defense industry.
